Delegate Shott moved to amend the bill on page 1, following the enacting clause, by striking the enacting section and inserting in lieu thereof the following:

“That §3-2-3, §3-2-4a, §3-2-12 and §3-2-23 of the Code of West Virginia, 1931, as amended, be amended and reenacted, and that said Code be amended by adding thereto a new section, designated as §3-2-23a, all to read as follows:”
